Abstract
The NEM Initiative will pursue close and active participation between NEM and regulatory bodies by ensuring the availability of NEM representatives at the important European regulatory bodies. It will identify important regulation issues and will try to ensure that European and national regulatory bodies are properly briefed on NEM technologies. And it will use the NEM newsletter to brief FP7 and CELTIC projects on the current regulation issues within European and Worldwide fora
When the NEM Initiative identifies a regulatory issue where its advice could be useful, it will normally issue a call to all members to participate in drafting a NEM Position Paper. If sufficient members respond to ensure a representative response, a working group will be formed. There will be a discussion - at a meeting of the working group, or through audio conferences or web tools such as a wiki - to see what if a useful consensus can be reached. If so a Position Paper will be drafted, discussed and agreed by the working group and approved by the NEM Steering Board.
The NEM Initiative has already contributed to regulatory affairs by offering advice to the Commission on the successor to the 'TV without Frontiers' directive, and more recently by preparing comments in response to the Commission's communication of 18 July 2007 on Mobile TV.
Subjects identified for possible discussion in the coming months include Digital Cinema and a revisiting of Mobile TV to see if anything has happened to cause the NEM Initiative to update or modify the advice it gave to the Commission in 2007.
